Amid FBI investigation, Antioch police refuse to release use of force records, including a controversial neck hold that has since been widely banned

Four dog bite cases are also being withheld

City officials recently released seven records involving police dog bites and other uses of force, but are standing pat when it comes to a dozen other cases, arguing the records aren't disclosable under state law.
