President Biden signed a $95 billion foreign aid bill Wednesday after the Senate approved it in a 79-18 vote Tuesday night. The measure contains $26 billion in funds allotted for Israel, which the White House said would “help ensure that Israel has what it needs to defend itself against the very real threats it faces from Iran, as well as Iran’s proxy groups.” It also includes humanitarian aid for Gaza and other places. Top Israeli officials thanked the United States after the vote.

Hamas released a new video showing Israeli American hostage Hersh Goldberg-Polin, 23 — the first public proof of life since his capture on Oct. 7. The Hostages and Missing Families Forum said the video shows that “hostages must be the top priority.”
Israel is ready to embark on its operation in Rafah, a spokesman for Israel’s prime minister said. “I can confirm Israel is moving ahead with our operation to target Hamas in Rafah. We will, as usual, be making every effort to move civilians out of harm’s way,” David Mencer said.
Top U.N. officials called for an international investigation into allegations of mass graves at hospitals in Gaza, following reports that hundreds of bodies were recovered at the Nasser medical complex in Khan Younis. The Israel Defense Forces denied creating the graves in Khan Younis.
Germany said it plans to resume funding for the U.N. Relief and Works Agency (UNRWA) for Palestinian refugees after an independent review released this week said Israel has yet to substantiate its claims that large numbers of UNRWA employees are members of Hamas or Palestinian Islamic Jihad. Japan, Sweden, Australia and Canada announced plans to resume UNRWA funding before the review was released.
At least 34,262 people have been killed and 77,229 injured in Gaza since the war began, according to the Gaza Health Ministry, which does not distinguish between civilians and combatants but says the majority of the dead are women and children.
Israel estimates that about 1,200 people were killed in Hamas’s Oct. 7 attack, including more than 300 soldiers, and says 261 soldiers have been killed since its military operation in Gaza began.
