NAIROBI — Kenya’s president ordered Tuesday the evacuation of all homes along the nation’s rivers after floods killed at least 169 people in the past month, with dozens still missing.

The announcement came a day after a torrent of water swept away scores of people near the town of Mai Mahiu, about 30 miles northwest of the capital, Nairobi. President William Ruto visited a school housing some of the many people displaced by the flooding.

“All those living along rivers, what we call riparian reserves, we are giving notice from tomorrow, and we have made an announcement as government, because the way things are going, we will continue to have rains, and flooding will increase,” said Ruto. He said people have 48 hours to leave and that security forces are on hand to assist them. “We are better safe than sorry,” he said.

After building up behind a clogged railroad tunnel, the wave of water and mud broke over Mai Mahiu in the early hours Monday while people slept, killing at least 46, according to authorities, and leaving more than 50 missing.

In total across the country, more than 150,000 people have been displaced by unusually heavy rains. Kenya has been experiencing intense flooding in more than half of its 47 counties, submerging roads and neighborhoods. Last week, two major rivers, the Nairobi and the Athi, broke their banks, sweeping away houses along their paths and damaging nearby neighborhoods.

Joseph Maina, 43, from the village of Kamuchira near Mai Mahiu, said a huge rock slammed into his wooden house and left him hanging for his life from the rafters and terrified for his family sleeping nearby.

“We are lucky not to have been close to the river,” he said, adding that dozens of his neighbors died.

Rufus Muchiri, who lives about a mile away, said there was speculation for days that the water was building up behind the tunnel and could break through and swamp the villages. “My friend even posted on a local Facebook page with over 31,000 followers, warning them to vacate Mukorea and Kamuchira villages, areas that the chief said were dangerous to stay in.”

Muchiri said that when he arrived at the scene, he saw the bodies of women and children, some without clothes. “I saw a pregnant dead woman, and another woman who had died with a child tied on her back.”

Another resident, Joseph Ndungu, said he saw the body of his neighbor, still on the mattress that he had slept on when he was swept away, lodged against a fallen tree, with another tree on his head.

Hassan Musa, head of the northeastern region for Kenya’s Red Cross, said his area was also experiencing heavy rains and the closure of roads, forcing people to use other means of travel such as fording dangerously swollen rivers. “We are telling people to move to higher ground, and a number of them have moved,” he said.

Climate experts have linked the extreme weather in East Africa to the effects of climate change. In Tanzania, heavy rains and flooding in the coastal areas killed at least 150 people, according to the government.

In Burundi, more than 200,000 people across the country have been displaced by flooding that also left parts of Bujumbura, the economic capital, underwater.

April is the heart of Kenya’s spring rainy season, but this year it is much heavier than usual, partly due to the warming of the Indian Ocean from the El Niño effect, according to experts.

“The intensity of the rain will start to go down next month,” said David Koros, assistant director of the Multi Hazard Early Warning Systems at Kenya’s Meteorology Department.
