A student at Northwest Washington’s Dunbar High School was grazed in the head by a stray bullet that had been fired outside and flew through a classroom window Friday morning, D.C. police said.

D.C. Police Chief Pamela A. Smith said detectives believe the bullet was one of several fired during a shootout that happened on a street about a half-block from the school in the Truxton Circle area. She said the school was not targeted.

Two people were arrested and charged in the incident, police said late Friday. One was 18 and the other was 17. Both were charged with assault with a dangerous weapon, police said.

Speaking to reporters about 90 minutes after the shooting, Smith said there was no active threat inside the school in the 100 block of N Street NW. “Our students are secure and they are safe,” the chief said.

D.C. Mayor Muriel E. Bowser (D) rushed to Dunbar to address the incident. She had earlier delivered remarks at the opening ceremony of the annual Flower Mart at Washington National Cathedral, and her spokeswoman said she was still at the event when the shooting occurred.

Neighborhood resident Kerry Burgott said she had just returned home from walking her dog when she heard what she described as “loud, continuous automatic gunfire” outside her home near the school.

“I could’ve been shot,” Burgott said. “I could’ve been outside. It is very disturbing that it’s happening on a day like today, and here.”

Leslie Parsons, an assistant D.C. police chief in charge of the Investigative Services Bureau, said the victim is 17 years old. He described her injury as a minor graze wound and said she was being treated at a hospital.

“Her family is by her side,” Parsons said. “She is totally fine, and she is expected to make a full recovery.”

The shooting happened about 9:55 a.m., a few moments after the driver of a vehicle went the wrong way in the 1200 block of Kirby Street NW, a short street perpendicular to the school between N Street NW and New York Avenue NW.

Parsons said that when the vehicle got about halfway into the block, there was “a series of gunshots, followed by more gunshots.” Parsons said it appears people on the street and people in the vehicle fired at each other.

“The motive remains unknown,” Parsons said.

Video from a resident’s Nest camera shared with The Washington Post shows a quiet scene on Kirby Street: dogs barking and a bicyclist pulling up behind a parked vehicle. As the bicyclist gets off, rapid gunfire can be heard. The bicyclist ducks, then runs for cover amid the sound of loud booms.

Parsons said several bullets went through at least one glass window of the school and struck the victim, who was in a second-floor classroom. The people in the vehicle appeared to abandon it and run away; police said the vehicle was found at the scene, with at least one side window shattered.

A police spokesman said the vehicle had been reported stolen in the District on Thursday.

Authorities put the school into lockdown immediately after the shooting. That lockdown was lifted a short time later. Parsons said students were to be dismissed early.

But the school system later told parents that the school day would resume and that all after-school activities would take place indoors. The school said parents who wanted to take their children home early could do so.

A mental health service team was deployed to assist students and staff.

H. Lionel Edmonds, pastor of Mount Lebanon Baptist Church, near where the shooting occurred, said the neighborhood is on the border of two council wards and he thinks it sometimes goes unnoticed.

Edmonds, 65, said he sees young people gather in alleys off Kirby Street. He said he tried to start a chess club but ran into too much bureaucracy from the city. On crime, Edmonds said: “It’s an emergency. It has to be seen as that, a crisis.”
