Moon is new city attorney

The Sunnyvale City Council unanimously appointed Rebecca Moon as the new Sunnyvale city attorney, effective May 12. She has worked for the city for more than 22 years and has been serving as interim city attorney since January. After a national recruitment, she is replacing John Nagel, who retired Jan. 19 after eight years as city attorney.

Before coming to Sunnyvale, Moon worked at a civil litigation law firm in San Jose for seven years. She joined the Sunnyvale city attorney’s office in May 2001. She has particular experience in state housing and environmental laws. She’s also versed in government transparency, and conflict of interest and employment laws.

Moon has chaired the League of California Cities’ committee for the Fair Political Practice Commission for the past two years. This committee advises city officials statewide on compliance with the Political Reform Act, commission regulations and other financial conflict of interest laws.

Moon’s annual salary will be $293,000.

Interim city manager named

The Sunnyvale City Council unanimously appointed Tim Kirby as interim city manager, effective June 29. Kirby is currently the city’s director of finance. He will serve as interim while Sunnyvale conducts a national recruitment to replace city manager Kent Steffens, who is retiring at the end of June after 13 years with the city.

Kirby has served Sunnyvale for 29 years, beginning his career with the city in 1995. He became assistant director of finance in 2013 and director of finance in 2016.

“I’ve spent my entire career with Sunnyvale and am deeply committed to serving in this new capacity,” he said in a statement.

Kirby’s salary as interim will be $383,259. Staff expects to open the city manager recruitment by the end of May.
