Joe Biden, the Democratic nominee for president, speaks Monday about the deadly wildfires burning in California, Oregon and Washington. He also will address the role of climate change. The speech comes as President Donald Trump and Sen. Kamala Harris, Biden’s running mate, are visiting California amid the blazes.
